FY25 Community Projects

Rep. Vasquez submitted the projects listed below to the House Appropriations Committee for consideration, based on Committee-determined eligibility requirements. After months of negotiation, the Republican-led Congress passed a Continuing Resolution instead of a full appropriations bill to fund the government for the rest of the 2025 Fiscal Year, ending the FY25 Appropriations process. Unfortunately, the Continuing Resolution did not contain any Community Project Funding. Rep. Vasquez will continue to work to bring funding to New Mexico in future appropriations bills.


Listed below is a summary of the 15 projects Congressman Vasquez submitted to the House Appropriations Committee for FY25, along with each project's recipient, requested amount, and required financial disclosure letter. The projects are listed in alphabetical order. Members are restricted to only 15 Community Project Submissions.

Acoma Senior Housing Repairs Project

Project Description:  The Pueblo of Acoma will use this funding to enhance housing conditions for seniors within their community. Key components include addressing essential structural elements such as roof repairs and upgrading electrical and plumbing systems. Additionally, the project will focus on enhancing energy efficiency and weatherization by installing high-quality doors and windows designed to withstand harsh weather conditions, thereby reducing energy consumption and utility costs.

Albuquerque Crime Center Upgrades Project
Recipient:  City of Albuquerque

Project Description:  The Albuquerque Police Department seeks to enhance community safety and law enforcement capabilities by strategically deploying public safety video infrastructure. This initiative aims to place new cameras throughout the city, integrating them with the Real Time Crime Center to bolster crime prevention, intervention, and investigation efforts led by the Albuquerque Police Department. This funding will be used to purchase servers to process data from 300 cameras, 500 new cameras, new camera trailers, and new generators and batteries to manage all the cameras. This project seeks to improve public safety, reduce crime rates, and enhance overall community well-being in Albuquerque, New Mexico.

Anthony Wastewater Treatment Plant Improvement Project

Project Description:  The Anthony Water Sanitation District (AWSD) will expand the operational capacity of its wastewater treatment plant (WWTP) to accommodate the community's growth over the past 27 years since the plant was installed. The funding will be used for the vital refurbishment of infrastructure and equipment, originally installed in 1995, alongside the integration of essential redundancy measures within the facilities to uphold stringent environmental standards. The WWTP is presently subject to administrative directives from the EPA owing to the deteriorating state of its equipment. This project will help bring the facility into compliance.

Belen Wastewater Treatment Project

Project Description:  Belen has experienced substantial population growth in recent decades, necessitating infrastructure upgrades to accommodate the expanding community. The existing wastewater treatment plant, constructed several decades ago, has surpassed its anticipated lifespan and is presently struggling to adequately serve the needs of the community. The funding will be used to undertake essential initiatives, including the replacement and repair of the Influent Lift Station, remediation of cracks in the Secondary Clarifier Concrete Basins, replacement of the aeration diffuser system with electric actuated valves, and installation of a new Mechanical Mixing System, alongside various other critical repairs.

Bernalillo County Public Safety Technology Upgrades Project

Project Description: The Bernalillo County Sheriff’s Office requires modern technology and upgraded training facilities. With violent crimes averaging 777 per 100,000 residents and evolving criminal tactics, swift action is necessary. Acquiring industry-standard hardware, such as Automatic License Plate Readers and gunshot detection technologies, and software, such as an updated Geographical Information System, is crucial to keep pace with criminals leveraging technology. Additionally, upgrading the turning target system is vital for effective training mandated by the state Law Enforcement Certification Board. These upgrades will enhance efficiency and effectiveness in combating crime.

Carlsbad Police Department Renovation Project

Project Description:  The City of Carlsbad will use this funding to renovate the Carlsbad Police Department (CPD) Main Station. This growth necessitates infrastructure upgrades, including the renovation of the fourth floor of the CPD Main Station to accommodate additional commissioned officers, civilian staff, and essential technology equipment.

Carson Drive Improvement Project

Project Description: The Village of Los Lunas will improve infrastructure in a residential area situated near the Rio Grande along Carson Drive. The project will entail the installation of a new 8-inch waterline and a 10-inch HDPE sewer line, along with the rehabilitation or replacement of manholes. The project will also remove and replace roadway surfaces, install ADA-compliant sidewalks where they currently do not exist, and replace storm drainage with infiltration trenches. These upgrades are crucial for enhancing the safety, functionality, and longevity of the infrastructure, ensuring continued serviceability and resilience for the community.

Clancy List Station Replacement Project

Project Description: The City of Truth or Consequences will use this funding for the design and construction of a replacement wastewater force main, starting from the Clancy Lift Station and spanning approximately 900 linear feet to the hilltop. The project will also replace existing manholes and install a vacuum air brake on the manhole to prevent air locking. This force main is crucial for transporting sewage from the north end of town, including the recently expanded NM State Veteran's Home, to the wastewater treatment facility. Given that the existing line has exceeded its expected lifespan and is at risk of failure, this project is essential for maintaining the integrity and functionality of the wastewater system, ensuring continued public health and environmental protection for the community.

Columbus Well and Storage Project

Project Description: Luna County’s project involves the addition of a well and water storage system to serve Southern Columbus, including the Columbus Port of Entry. Adding an additional well would significantly improve system redundancy, serving as a vital backup to the sole operational well and thereby bolstering water safety and quality for residents. Moreover, the establishment of this supplementary well would alleviate the strain placed on the existing wells by the Southern portion of Columbus, which is home to 1,459 residents.

CRRUA Well Renovation Project

Project Description: The Camino Real Regional Utility Authority (CRRUA) will use this funding to address a critical water source serving the Santa Teresa Community within CRRUA's service area. Originally commissioned in the early 1970s, Well 8A has been inactive since 2007 due to arsenic levels surpassing the EPA standard of 10 parts per billion. This project will include the drilling of a new well and outfitting it with a new pump and piping infrastructure. By undertaking this critical initiative, CRRUA aims to safeguard public health, uphold regulatory standards, and maintain the resilience of the water supply infrastructure serving the Santa Teresa Community.

Las Cruces De-Escalation Center Project

Project Description: The City of Las Cruces, in partnership with the Community of Hope, will renovate an existing patio to create a dedicated space for de-escalation and service connection. This office will facilitate collaboration among case workers and community partners to effectively address the needs of individuals experiencing homelessness during crisis situations. Allocating space specifically for crisis intervention is crucial, particularly for clients with suicidal ideations, ensuring prompt and appropriate responses to those in severe need.

Las Cruces Innovation Park Expansion Project

Project Description: The Las Cruces Innovation & Industrial Park (LCIIP), spanning 1,820 acres just south of the Las Cruces International Airport will use this funding for critical infrastructure upgrades including road and utility extensions. The absence of sewer and roads on four key parcels within the LCIIP has deterred potential businesses from establishing a presence. Therefore, these improvements are essential not only for business expansion but also to meet health and safety standards. Industrial street design standards necessitate specialized features such as wider curves, thicker pavement, and wider lanes to accommodate heavy truck traffic. These enhancements align with the LCIIP master plan, fostering an environment conducive to business growth and increasing economic opportunities for local residents.

Mesilla Town Hall Renovation Project

Project Description: This project will incorporate a meeting room and multi-use community area. The addition of a dedicated boardroom will provide a central meeting place for community leaders and stakeholders to convene and collaborate on important matters affecting our town. The inclusion of a multi-use community area can be utilized for a wide range of activities, including community meetings, educational workshops, and social gatherings. By providing a versatile venue that can accommodate various functions and activities, the city will empower residents to actively engage with one another, share ideas, and participate in the civic life of the community.

Ramah Navajo Drinking Water Improvement Project

Project Description: In a town of less than 10,000, Ramah Navajo Indian Reservation has one drinking water system. The system was built in 1978 and has not been renovated or updated since. This project will update the entire Ramah drinking water system, from source well to treatment, storage, and distribution. The project will repair water breaks caused by rust in the aging iron ductile pipes. By replacing these corroded conduits, Ramah aims to mitigate the disruptions and health risks associated with water contamination, ensuring a reliable and safe water supply for the entire community.

Westside Emergency Housing Center Improvement Project

Amount Awarded: $1,000,000
Project Description: This project will facilitate the much-needed modernization of the Westside Emergency Housing Center (WEHC), the city's largest homeless shelter. The funding will be used to address critical infrastructure needs, focusing on enhancing ADA accessibility around the facility perimeter to accommodate the needs of frail adults. Additionally, it will encompass essential improvements such as paving currently unpaved areas, including dorm egress pathways and outdoor spaces, ensuring a safer and more comfortable environment. Interior enhancements, including the modernization of showers in specific dorms, will significantly contribute to the health and sanitation standards of the entire facility, thereby promoting positive health outcomes.
